Does anyone know anything about rendering animation?

Im quite frustrated, I have animation I want to put up on youtube but I cant seem to get even half decent rendered animation.

So I animate in Adobe Flash, export movie as PNG sequence, then I bring it into Adobe Premiere Pro. I render the animation under H.264 format (tried Quicktime too) under the HD 1080p 23.976 preset (tried NTSC DV and Youtube 1080p HD too) I check “use maximum render quality” and I still all I get is this:

Even my GIF’s are rendering horribly. If I render straight from flash I get this weird grainy texture:
